The sixth-seeded Cilic broke serve four times dispatching Paul 7-5, 6-3 to cruise into the Kremlin Cup quarterfinals.
Cilic pounded Paul's second serve winning 20 of 27 points played on the second delivery.
The two-time Kremlin Cup champion improved to 13-2 lifetime in Moscow. Cilic will face either fourth-seeded Filip Krajinovic or Spaniard Pedro Martinez for a semifinal spot.
World No. 41 Cilic is playing for his fourth straight Moscow semifinal.
Earlier, Australian John Millman fended off qualifier Illya Marchenko 6-1, 5-7, 6-4.
The 58th-ranked Millman moved into his fifth quarterfinal of the season. Millman awaits either third-seeded Russian Karen Khachanov or compatriot James Duckworth in the quarterfinals.
American Mackenzie McDonald beat Yoshihito Nishioka 6-3, 6-4 to set up a round of 16 meeting with Gilles Simon.
