The Nitto ATP Finals runner-up won 31 of 37 points played on his first serve charging into his first semifinal of the season.
Goffin converted two of his 11 break points beating the 49th-ranked Russian for the third time in four meetings.
The seventh-ranked Belgian will take on three-time champion Richard Gasquet for a spot in the final.
Gasquet burst through 11 of the last 13 games turning a 1-4 deficit into a 6-4, 6-2 conquest of Damir Dzumhur.
The fifth-seeded Gasquet converted five of seven break points raising his tournament record to 21-2 since 2013.
The 31-year-old Frenchman is bidding to reach his sixth straight Montpellier final.
Gasquet is the 2013, 2015 and 2016 champion; his 11-match Montpellier winning streak was snapped by Alexander Zverev in the 2017 final.
Neither Goffin nor Gasquet has dropped a set in the tournament. Goffin stopped Gasquet, 7-5, 6-2, in their lone prior meeting in the Tokyo quarterfinals last fall.
