It is Peterson's second title in as many months.
The 24-year-old Stockholm-born baseliner beat Elena Rybakina 6-2, 6-0 to capture her first career title in Nanchang last month.
Watson broke in Peterson's opening service games in both the first and second sets.
The 59th-ranked Swede answered breaking back immediately. Peterson, who defeated Watson 6-2, 6-2 in Wuhan qualifying last month, used her depth and consistency to force the Briton back behind the baseline.
Contesting her first WTA final since she defeated Kirsten Flipkens to win Monterrey in March, 2016, Watson was on serve at 4-all when Peterson made her move.
Peterson broke at 15 for 5-4 then denied a break point snatching a one-set lead on her first set point.
Down 0-2 in the second set, Peterson broke twice in succession sparking a four-game run for a 4-2 lead and never looked back.
